How to Develop an Effective Statement of Work:
A Best Practices Training CD by Terry Davenport

 

The Problem:

Many procurements fail, are unnecessarily complex, or result in complaints and litigation because the Statement of Work was deficient.

The Solution:

Teach all of the stakeholders, members of the evaluation team, sponsors, and contributing staff the critical elements of an effective statement of work. Show them what has to be done and the proper form and content required. Help them to “get it right” the first time.

If you “get it wrong” and prepare a document that asks for something that is beyond your requirements or a document that leaves something out, you waste a lot of your people’s time and your vendors’ time.

If you aren’t clear about your requirements vendors will proposal solutions that don’t fit, or don’t really work properly… the vendor will have delivered exactly what you asked for, but not everything you really needed… this often results in change orders, additional costs, and delays. Sometimes, this leads to the project being abandoned.

Translating the functional requirements from disparate user groups into a procurement document which meets policy, budget, legal and market constraints is extremely challenging. All the players have their own agendas… often political ones … And many times the players don’t understand or care about the policy constraints. Some of the players may have too much ego on the line to attend public workshops which would help them.
