The Federal Transit Administration’s (FTA) Best Practices Procurement Manual is great! They have established a minimum set of requirements which all agencies must incorporate into their RFP processes:
 

1. Requests for proposals shall be publicized.
    
2. RFPs shall identify all evaluation factors along with their relative importance.
    
3. Proposals will be solicited from an adequate number of qualified sources. You shall make award only to responsible contractors possessing the ability to perform successfully under the terms and conditions of a proposed agreement.  Consideration shall be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
    
4. Awards will be made to the responsible firm whose proposal is most advantageous to the grantee's program with price and other factors considered.
    
5. In architectural and engineering services procurements, grantees shall use competitive proposal procedures based on the Brooks Act, which requires selection based on qualifications and excludes price as an evaluation factor provided the price is fair and reasonable. . . 
    
6. Grantees will have a method in place for conducting technical evaluations and for selecting awardees.
