During the last fifteen years, I’ve acted as a Fairness Commissioner in BC for a major utility, and External Procurement Officer in the U.S. for several public bodies, and the ‘RFP Gatekeeper’ in California. During that time, I’ve also planned and directed major RFPs (in excess of $50 million) for new technology, written about fairness practices and spoken at dozens of conferences and professional development events on fair and open procurement, and the need for procurement reform. I am a frequent speaker at procurement and association workshops and conferences throughout the U.S. and Canada. For the last fifteen years, I have published numerous books and articles about public procurement and the RFP process including The Request For Proposal Handbook and A Guide to Public Procurement for Elected Officials and Public Sector Managers. Denis Chamberland
DENIS CHAMBERLAND is a commercial lawyer with extensive experience in procurement, outsourcing and construction law. He leads the Procurement Group and is a member of the Corporate/Commercial and Infrastructure Groups at Aird & Berlis LLP (Toronto). He acts as a fairness commissioner (formally when he in retained in that capacity, or informally when he acts in a more traditional legal role). Denis is well known in procurement and he works with a wide variety of private and public-sector clients. He drafts competitive bid documents, negotiates transactions, and works with clients to implement best practices in procurement and outsourcing. In recent years, he has worked extensively in the energy, healthcare and municipal sectors on procurement and infrastructure projects. He is a frequent speaker at professional, industry and continuing legal education conferences and seminars. Terry Davenport

Terry Davenport is a retired state purchasing officer with over 20 years experience and a nationally recognized information technology (IT) procurement expert. He has written, conducted and supervised hundreds of procurements for the State of New Mexico. Terry is the author of the New Mexico Request for Proposals Procurement Guide, a document that has gained widespread acceptance as a national “best practice”. In 1999 Terry demonstrated his knowledge and skill by planning, organizing, writing, conducting and administering the national computer equipment contracts sponsored by the Western States Contracting Alliance (WSCA). With usage by thousands of governmental entities in 40 states, over $5 billion in sales and hundreds of millions of dollars in combined savings, Terry’s contracts established a new yardstick for the measurement of cooperative purchasing success.
Terry has been an invited speaker for numerous state, regional and national conferences. He is both a pioneer and an authority on the request for proposal (RFP) procurement process for public agencies. Howard Grant
Howard is a founding partner and President of PPI Consulting Limited (PPI). His pragmatic approach and thorough understanding of public sector procurement policy and procedures has guided the successful completion of a significant number of complex, pathfinder procurement initiatives. This includes procurement related risk identification, analysis of dependencies, business facilitation and dispute resolution, organization and institutional management structures, business performance measures, and the application of critical strategic thinking to the development of procurement management approaches and options. He also acts as an independent Fairness Commissioner for oversight of competitive public sector procurement to ensure that management practices are consistent with current legal and ethical provisions and obligations governing goods and services acquisition.

Jim O'Neill, CPPO, FNIGP is a recognized expert in public procurement. He has over 25 years of purchasing experience with both private and government entities. Jim has been a lecturer and trainer on a variety of purchasing topics. He also consults with municipal, county, and state organizations on process reengineering, the organization of the procurement function and best practices. He has completed reviews of governmental agencies’ vendor management programs, ordinances, enabling legislation, and e-procurement systems,. Specific projects include a review of construction service delivery process for a major city in Illinois; review of procurement process for: a major county in California, a public utility in Colorado; a mid-sized city in Washington, and for Washington DC Office of Contracting and Procurement. At the 2001 National Institute of Governmental Purchasing (NIGP) Forum in Columbus Jim was the recipient of NIGP’s highest award the Albert H. Hall Memorial award and was given the distinction of being a Fellow of the National Institute of Governmental Purchasing (FNIGP). |
